This FAQ explains how to send mail using another ISP.

Q. Why can't I send mail using another ISP with Outlook or Netscape?

A. As a security precaution, If you are not on the WingNET network, you must first check your mail before you send any email from your
'@wingnet.net' address. Checking your mail allows us to verify that you
are who you are and that you are not just using our server to send spam.
Once you check your mail, you may send messages for 30 minutes before
you will be required to check your mail again.

To check your mail in Netscape:
Simply click the "Get Msgs" button

In Outlook and Outlook Express:
Click "Send/Recv"
